Raffles London at The OWO, at 57 Whitehall in London, is the 1906 Old War Office, where Churchill had his office, opened as a hotel in 2023. It has 120 rooms and suites and a Guerlain spa with a pool.
A week here, month by monthFor institutional London on foot, Raffles London starts at £779 a night on 7–10 January 2027 for 2 adults, the lowest seller’s single-night price on Google. The restaurants are charged separately, so a stay planned around dining costs more.

5 pairs of hotels, and the guide tells you whether this one suits you.
I would ask for the Westminster Suite: 64 m² with a separate living room and a king bed, which a guest who wrote in April 2026 called spacious and quiet.
Consider 5–11 January 2027: single nights for 2 adults ranged from £728 to £791 on Google, read 13 October 2026. The dearest night shown, 11 July 2027, was £1,709.
5 guests who wrote between March and May 2026 recommend or praise the hotel’s history tour of the building; I would ask about it at check-in.
William Young designed the New War Office, opened in 1906 on Whitehall for 2,500 officials; Churchill had his office here as Secretary of State for War from 1919 to 1921. Sold in 2014, it passed to the Hinduja Group and ONEX, who after the restoration opened it in 2023 with 120 rooms and suites and 85 residences. The building is Grade II* listed; the interiors are by Thierry Despont.
There are 9 restaurants and 3 bars: Mauro Colagreco with his MICHELIN star, Saison, Kioku by Endo on the roof, Langosteria, Café Ciel and Paper Moon, the first UK table of the 1977 Milanese house. Tea is taken in The Drawing Room; at night, the Guards Bar and the Spy Bar.
Guests reward it: 4.7 out of 5 on Google from 1,074 reviews, 9.5 on Booking.com from 232, 4.6 on Tripadvisor from 345; the MICHELIN Guide calls it an extraordinary stay. They write about the butlers, doormen and concierges, thanked by name, and about the tour of the building’s history. The reviews also come back to restaurant prices and, at breakfast, to the time the service takes.
To write this page we read, on 5 October 2026, 30 official pages, Paper Moon’s menus, the Google Hotels card with a year of prices, Booking.com, Tripadvisor, the MICHELIN Guide and all 1,074 Google reviews. 82 mention the spa and pool, averaging 4.82 stars; 43 mention the Spy Bar, at 4.98.

Nearly every guest who mentions it is happy with it. Horse Guards is across the street and Westminster a walk away: guests write of Trafalgar Square, Parliament and the Abbey all within minutes.

9 in 10 guests who mention it are happy with it. Butlers, doormen and concierges are thanked by name, often for the tour of the building’s history, which many guests recommend.

The scores come from 500 Google reviews with text, left from 6 May 2024 to 4 October 2026. The other hotels are the ones weighed for a stay in London: for each we read its latest 500 Google reviews with text, or all of them where there are fewer, as of 5 October 2026. The score is the average of what they say, from 0 if they speak of it very badly to 10 if they speak of it very well. Where only a few mention something, the score stays close to the guide’s average: a handful of voices does not make a reputation.
