RAAYA suits families and couples who want nearly everything in the price: meals, drinks and, from 4 nights, the seaplane are on the RAAYA plan, the children’s club has a zip line and a shipwreck, and from 10 April 2027 nights for 2 start at $918. Anyone set on snorkelling from the beach will be happier where the reef is at the shore: here it is a boat ride.

A couple lying on the net slung over the lagoon at the edge of a water villa’s deck.
  1. The villa to ask for

For two, the Water Villa with Pool: 3 guests who wrote in 2025 single out the water villas, one because there are no mosquitoes over the water. With children I would ask for the 2BR Family Beach Villa with Pool: 2 connecting bedrooms near the children’s club.

  2. The weeks that cost less

In the calendar read on 12 October 2026, every night with a price from 10 April to 5 September 2027, where the calendar stops, costs $918. The dearest are 29 and 30 December 2026, at $2,000.

  3. Outside the RAAYA plan

The plan’s massage, fishing trip, cruise and à la carte meals begin with a stay of 4 nights. Diving, and the Manta Quest at $150 a person, carry 10% service and 17% GST on top; the Christmas Eve and New Year’s Eve dinners stay within the plan.

  4. Late afternoon, at Seb’s Shack

The hut on the sand pours only from 4pm to 7pm, drinks and light plates on the plan. 3 guests writing between October 2024 and March 2026 call it laid-back or their place to unwind; one gives it as a top tip for late afternoon.

What RAAYA is

RAAYA by Atmosphere is the third Maldives resort under Atmosphere Core's Atmosphere Hotels & Resorts brand, after Atmosphere Kanifushi and VARU, and has carried the name since 4 July 2024, when the group relaunched the island of Kudakurathu in Raa Atoll, until then Amari Raaya Maldives. There are 167 villas, according to the September 2026 fact sheet: 72 Beach Villas, with or without a pool, 34 two-bedroom family villas, 60 water villas and the RAAYA Residence.

The reason to choose it is the RAAYA plan: the return seaplane, the lounge at the Noovilu terminal, every meal at RAAYA Life, dine-around dinners at AMPERS&ND, The Village and MIZĀJ, unlimited cocktails and more than 30 wines, a minibar restocked daily, snorkelling gear, one snorkelling trip a day and the Discovery Den, the children's club with its zip line and a shipwreck to explore. On a stay of 4 nights or more it adds a 45-minute massage for each adult, a fishing trip and a sunset cruise.

It suits travellers who want a big island where children are busy all day and almost all of the bill is already on the plan. The reef cannot be reached from the beach: it is a boat trip, on the plan’s daily outing. Wi-Fi is free and many guests describe it as slow, bicycles are few and the 3 à la carte restaurants need booking ahead; on Google Hotels, read on 12 October 2026, a night for 2 started at $1,073 in October and reached $2,000 on 29 December.

In the Lumina Guide

Lumina Guide 2027

RAAYA is Atmosphere’s all-inclusive island in Raa Atoll: 167 villas, a plan that covers the seaplane, meals and drinks, and the story of Seb, the shipwrecked artist, which leaves children a wreck to explore.

How we choose the hotels

Our reading, point by point

What we found reading the hotel’s own pages, one thing at a time.

  1. Location

45 minutes by seaplane from Malé; a green island with long beaches, though the reef is a boat ride away.

  2. Character

The story of Seb, the shipwrecked artist, runs through it all: the wreck for children, the wooden boats, the farm.

  3. Rooms

8 villa types, new and cleaned twice a day; the private pools of the one-bedroom villas are 7 m².

  4. Food and social life

A buffet at RAAYA Life and 3 à la carte restaurants by turns; guests praise AMPERS&ND and, at breakfast, the fruit and the juices made to order.

  5. Wellness

ELE|NA Ayur with Maldivian and Thai massages, a gym and a yoga pavilion; no sauna is published.

  6. The stay as a whole

$890 to $2,000 a night for 2 on Google Hotels, taxes and fees included, with the seaplane and meals.

The 5 things that matter, as guests tell them

What do RAAYA’s guests say? They write it in their reviews, even those who only came for a drink or dinner: we read every one and tell the 5 things that matter, from the location to the bill.

  1. Location

8 in 10 guests who mention it are happy with it. Guests write about the big green island, the long beaches and the 45-minute seaplane flight from Malé.

  2. Room

9 in 10 guests who mention it are happy with it. The villas are new, spacious and cleaned twice a day; guests write about the private pools and, in the water villas, the net hammock over the lagoon.

  3. Staff and service

8 in 10 guests who mention it are happy with it. Guests write about the personal hosts, always a WhatsApp message away, the workshop where you build a wooden boat and the activities laid on every day.

  4. Breakfast

Breakfast is the RAAYA Life buffet, with fruit, juices made to order and cooking from half the world.

  5. Price

Seaplane, dinners and massages, all included: that is the list given by guests happy with the bill when they describe the all-inclusive the resort calls the RAAYA Plan.

The scores come from 165 Google reviews with text, left from 23 July 2024 to 30 September 2026. The other hotels are the ones weighed for a stay in Raa Atoll: for each we read its latest 500 Google reviews with text, or all of them where there are fewer, as of 6 October 2026. The score is the average of what they say, from 0 if they speak of it very badly to 10 if they speak of it very well. Where only a few mention something, the score stays close to the guide’s average: a handful of voices does not make a reputation.

The hotels we weigh it against in Raa Atoll:

What a night costs, season by season

On 12 October 2026 Google showed nights for 2 at $918 from 10 April 2027, at $1,356 on most nights from 5 January, and at $1,929 to $2,000 from 24 December to 4 January. From 4 to 12 October, 163 of the 172 nights in both readings moved by $11 or less: I would not wait for a fall, and I would price the whole stay, since on 12 October the resort’s own listing on Google for the 7 nights from 16 November came to $976 a night, where the calendar showed $1,169 to $1,214.

A natural playground with a zip line, trampolines, campsites and a shipwreck, plus art, crafts and a weekly treasure hunt on Seb's trail, all on the plan. The website publishes no hours or ages; families in 2025 and 2026 praised the people who run it.

Good to know before you book

  • Extras outside the plan, such as diving, excursions and weddings, carry a 10% service charge and 17% GST on top. Source: ahr-ucmsapi.atmospherehotelsandresorts.com

  • The house reef is reached by boat. The plan offers one snorkelling trip a day to nearby sites, and the festive calendar calls it «House Reef Snorkeling», for experienced snorkellers only; from the beach, guests write, the reef is too far out to swim to. On what there is to see, Google reviews disagree: 4, between February 2025 and February 2026, describe a reef full of fish; 3, between November 2025 and August 2026, write of dead coral or few fish.

  • The RAAYA plan changes with the nights booked. The massage, fishing trip and sunset cruise come with a stay of 4 nights or more; Seb's Farm, the UNO salon, the BMX track, diving and motorised water sports are extra. Booking.com says the seaplane is free from 4 nights, while the website lists it on the plan with no minimum stay.

  • The 3 à la carte restaurants close on Fridays, the night of RAAYA Life’s Grand Maldivian Night, and seats are limited: it pays to book early, and guests report that their island host takes care of it.

  • Wi-Fi is free, and through 2025 and 2026 many guests describe it as slow: anyone who needs to work or make video calls should allow for it. Bicycles are few, according to guests in January, February and July 2026; people also get about on foot and on the shuttles. Between February 2025 and August 2026, 6 Google reviews describe the bicycles as poorly maintained, rusty or broken.

  • The island is green and wooded, so there are mosquitoes, reported in 2024 and 2026. Between December 2025 and August 2026, 3 Google reviews describe smells in the villa: of sewage in December, from the island’s incinerator in January, from the nearby farm in August. Anyone near the jetty hears the seaplanes coming and going.

  • Between December 2025 and August 2026, 7 Google reviews describe waits at the table and at the bar, with drinks that are slow to come or never arrive, at the RAAYA Life buffet and in the à la carte restaurants.

The hammock and the lagoon

In February 2026 a guest writing in German found the water villa well finished, with its net hammock and direct access to the lagoon. The reef lies further out, lovely and full of fish, reached on the organised trips; the included massages did their work, though over 13 nights the menus began to repeat.

More for the money

In January 2026 a couple on their third Maldives resort wrote that, thanks to the plan, this island gave more than the 2 pricier ones they knew: new, quiet villas, a pool among the plants, good wine and cocktails. The RAAYA Life buffet was the weakest part.

Questions before you go

What people ask before booking RAAYA by Atmosphere, with sources read between 3 and 12 October 2026.

What kind of resort is RAAYA by Atmosphere?

A 5-star all-inclusive resort on its own island in Raa Atoll, the third in the Maldives under Atmosphere Core's Atmosphere Hotels & Resorts brand and the group's ninth in the country, according to the launch release of 4 July 2024. The fact sheet of September 2026 counts 167 villas in 8 categories, 5 restaurants and 4 bars; the island holds Green Globe certification, valid until 29 January 2027.

It was formerly Amari Raaya Maldives, as Tripadvisor notes: Google reviews under that name date from 2023 and 2024. The resort's story is Seb, an artist shipwrecked on the island, who returns in the playground, the wooden boats and the farm; in October 2026 the website announced a Travel Time award as the Maldives' best family resort of 2025.

Which villas are there and how big are they?

8 types, according to the villa pages and the fact sheet. On the beach: Beach Villa, 22, at 61 m²; Beach Villa with Pool, 50, at 91 m² with a 7 m² pool; 2BR Family Beach Villa, 14, at 142 m²; 2BR Family Beach Villa with Pool, 20, at 232 m² with a 19 m² pool; the RAAYA Residence, one, at 849 m² with a 41 m² pool. Over the water: Water Villa, 32, at 73 m²; Water Villa with Pool, 26, at 80 m²; Deluxe Water Villa with Pool, 2, at 92 m².

There are 60 water villas, and only 28 have a pool. Maximum occupancy varies between sources: for the Beach Villa the page says 2 adults and a child, the villa plan 2 adults; for the Water Villa the page says 2 adults, the fact sheet up to 3. On 7 October 2026 the website, on Google, asked $1,073 for 2 in a Beach Villa, $1,157 with a pool, $1,880 for the family villa and $5,223 for the Residence.

Where is it, and is the island quiet?

On the island of Kudakurathu in Raa Atoll, north of Malé, as the contact page says; the home page describes a naturally formed island of 100 acres with a mangrove forest, and an Italian guest in December 2025 put its circumference at about 2 km. Tripadvisor places it on the atoll's east side, near Ifuru's domestic airport.

It is a big island that rarely feels crowded, many guests say. Seaplanes come and go from the jetty, and those sleeping nearby hear them; between Christmas and New Year the festive programme brings gala evenings with music, so anyone after quiet should pick other dates.

How do you get there from Malé, and what does the transfer cost?

By seaplane, 45 minutes from the Noovilu terminal, according to the fact sheet and the plan page, which puts the return flight on the RAAYA plan along with a greeting after customs and the Manta Air lounge with drinks, snacks and a playroom. Booking.com says instead that the free return transfer applies to stays of at least 4 nights, and the Book Direct offer sets the same minimum.

Flight times are not published; between November 2024 and February 2025 guests wrote of waits of 1 to 3 hours at the terminal. In the Amari years, according to the hotel’s 2023 answers on Booking.com, guests flew to Ifuru and then took a 15-minute speedboat.

Can you drive there or park?

No: you arrive only by seaplane or boat, and there are no roads for cars on the island. The Google Hotels card lists free parking, an error for an island. People get about on foot, by bicycle or on the shuttles that call at the stops marked on the fact sheet map; bicycles, guests in 2026 write, are scarce.

How do you get into the sea?

From the beach villas you step onto the sand; from the water villas, down the steps from the deck, which the villa pages describe as direct access to the ocean. In March 2025 one guest found the water swimmable from anywhere on the island; another, the same month, recommended the water villas for snorkelling.

For safety, the plan bars unauthorised boats and excursions by outside operators.

Is there a reef you can swim to?

Not from the beach, according to guests: the reef is further out and reached by boat. The plan includes one snorkelling trip a day to nearby sites, booked ahead and weather permitting, as the plan brochure says; the festive calendar calls it «House Reef Snorkeling», from 10.30am to 11.30am, for experienced snorkellers only. The sustainability plan describes a house reef among the best in the Maldives.

On the boat trips guests describe a reef full of fish, from February 2025 to March 2026, and in December 2024 one saw baby sharks, manta rays and dolphins from a water villa. Paid trips at the water sports centre run from $35 for group snorkelling to $150 for the manta trip, plus tax.

What pools are there?

The main pool is at SOAQ, the beach bar in the shade of the screwpines; Booking.com counts 2 pools. Private pools measure 7 m² in the Beach Villas, Water Villas and Deluxe Water Villas with pools, 19 m² in the family villas with a pool and 41 m² at the RAAYA Residence, as the villa pages say.

The pool bar is open-air, with no roof, as one guest noted in May 2026.

Are the pools heated, and when are they open?

SOAQ's pool opens from 7am to 7pm every day, according to the bar page and the plan brochure. No source says whether the water is heated or to what temperature; the villa pools are private and always open to their guests.

Where do you eat, and until when?

According to the dining page: RAAYA Life, the buffet, breakfast from 7am to 10am, lunch from noon to 2.30pm and dinner from 7pm to 10pm, with the Grand Maldivian Night on Fridays; The Village, Italian, and AMPERS&ND, pan-Asian, for lunch from noon to 3pm and dinner from 6.30pm to 10pm; MIZĀJ for dinner only, 6.30pm to 10pm. Those 3 close on Fridays. Seb’s Farm, farm to table, serves dinner from 7pm to 10pm and is charged separately.

The bars are SOAQ, from 10am to 10pm, RAAYA HUB, from noon to midnight, Seb’s Shack, from 4pm to 7pm, and the AMPERS&ND rooftop bar. MIZĀJ serves Mediterranean cuisine, and the AMPERS&ND rooftop bar is open from 11am to midnight, according to the official site, read on 15 October 2026. There is no underwater restaurant.

What does the RAAYA plan include?

It is the only plan sold, all-inclusive: the seaplane, every meal at RAAYA Life, snacks at SOAQ and Seb's Shack, premium spirits, wines and beers, unlimited cocktails, more than 30 wines, a minibar of wine, beer, soft drinks and snacks restocked daily, the gym, yoga, snorkelling gear, non-motorised water sports, one snorkelling trip a day, the children's club and the boat-building workshop, as the plan brochure lists.

For the à la carte restaurants the fact sheet allows one meal per guest on a stay of at least 4 nights and one more for each further night, rotating between AMPERS&ND, The Village and MIZĀJ, booked ahead, at tables of up to 6; guests in February and March 2026 had 3 dinners in 4 nights. On a stay of 4 nights or more the plan adds a 45-minute massage per adult, a fishing trip and a sunset cruise. It ends at 11am on the day you leave.

What is the spa like?

ELE|NA Ayur has treatment rooms opening onto the garden, some for couples, as the website's photographs show, and offers Maldivian, Balinese and Thai massages, coconut and coffee scrubs, sound healing and Philosophia Botanica rituals, according to the spa menu. Beside it are the UNO salon, the gym and the yoga pavilion in the forest.

No official source gives the spa’s size, its number of rooms, a sauna or a steam room; Booking.com lists a relaxation area, a foot bath and changing rooms.

Is the spa included, is there a charge, and can outside guests use it?

On the RAAYA plan each adult aged 18 or over has one 45-minute treatment for a stay of 4 to 7 nights, 2 for 8 to 11, 3 for 12 to 15 and 4 for 16 to 19, chosen from a plan menu, as the plan brochure says. Below 4 nights there is none; other treatments are charged, plus tax and service.

No page publishes a day pass for anyone not staying on the island, which is reached by seaplane, and the plan bars unauthorised boats. Treatments are for guests aged 18 and over.

What are the spa's hours?

The website publishes no general hours; the festive calendar lists ELE|NA treatments from 9am to 8pm. The spa menu asks you to arrive 15 minutes early and to cancel 5 hours ahead for a treatment and 24 for a package, or pay 50%, and 100% for a no-show.

Which treatments are offered, and at what price?

According to the spa menu: a 50-minute Balinese or Swedish massage costs $110, Thai, jade stone or the Maldivian sand-pouch massage $120, or $150 for 75 minutes; the Lobi Dhoni for couples is $360 for 120 minutes, a coconut or coffee scrub $40 for 25 minutes and the Flow Radiance ritual $170 for 90.

Tax and service are added. The Indian head massage and trigger-point therapy cost $60 for 30 minutes.

Is it good for children?

Yes, they are its main audience: the Discovery Den, on the plan, has a zip line, trampolines, campsites and a shipwreck, with art, crafts and a weekly treasure hunt, as the plan brochure says; in February 2026 one guest found a children's corner at every buffet. The website publishes no ages or hours for the club; Google Hotels lists babysitting.

On Booking.com children of all ages are welcome, those 12 and over pay as adults, under-2s eat free and a green tax of $12 a night applies per child; cots and extra beds are not available there, while the fact sheet allows an extra bed. The BMX track is charged.

The island runs on 693 kW of solar panels and bottles its own water, says the sustainability page. Wi-Fi is free, and through 2025 and 2026 many guests describe it as slow; in May 2025 the watchtowers and the mangrove walk were closed for maintenance.
